I'm thinking the residents of Red Mountain are all alive and well after this happened. Could possibly leave by way of a Divine Intervention spell, and home by way of Dagoth Intervention spell (or mark and recall, but seriously! They're gods, right? Almsivi had their own intervention spell! Dagoth Intervention spells should be a thing! Why isn't Dagoth Intervention a spell you can learn as part of the GHD mod?)
Maybe it's not really sunk. Maybe it's a spell so that people /thought/ it had sunk. Nothing to see here, folks! Except dreughs and slaughterfish. Oh, and maybe a random mudcrab.
Or maybe it really did sink, and those without magic are living in places that happen to have air. After so many years, tunnels connecting these places shall surely be (carefully) dug!
Just some food for thought.
As a final note,
This needs to happen!

Yes.
Of course "Great House Dagoth" and "Fate of Vivec" pre-emptively circumvents the entire thing.
When I played through Morrowind years ago, I noticed the Moon and Red Mountian, how Bethesda had set them up. They were going to destroy Morrowind- because that's become something of a cliché to me- I've seen that theme done too many times. Hell, I thought of it myself as a kid. Why don't I build up my game world filled with beautiful civilizations, both ancient and futuristic, detailing it to my D&D group, then destroying it all. Then, I thought, there was something dishonest about that. So I didn't do that. At least not on wide scale.
But I don't think Vvardenfell is that destroyed. I bet in the future a lot of Dunmer will be returning there. But that's "official" canon. However, remember what the great MK said about canon. It don't exist. And I don't care about what some pompous lore-bore dictates on Tumblr about MK's "fanfic." If it weren't for MK, TES would not exist. End. Stop. Period.
It irked me that there was no dialogue about the Moon, asking if Vivec could put the thing down ever so gently, and I wanted a play through where I could make Dagoth Ur the guardian of Red Mountain to protect Vvardenfell.

I realize my way of dealing such things doesn't do anything to help others with their own games, but I'll explain this here since this thread seems to be more about the "official canon vs personal canon".
The lack of Dagoth Intervention spell has never bothered me because in my way of looking at it, a new intervention spell does in fact exist in my personal Morrowind world. The way I worked it out is that the Temples are all still there, but they have gone back to ancestral worship rather than worshiping the Tribunal. So Almsivi Intervention is now Ancestral Intervention. To add to the feel that the Temples have changed, I've add some ash priests, either by leading them there or using the placeatpc command, to the Temple interiors. I've also added a mod that adds teleport-priests to each temple and at Ghostgate, which is good for players who don't want to use the Imperial Guild of Mages travel system, or for when I reach the point of my game's timeline when Imperial organizations are being shut down and pushed out. I simply use what is already there and imagine any changes that would be in effect.
Again, I realize that my way of doing things doesn't work for everyone. Quite a few people want things to actually change in the game itself rather than just imagining that "the Almsivi Intervention text changed to Ancestral Intervention". On in the case of your example, Dagoth Intervention. And there's nothing wrong with that. There's no right or wrong way to play Morrowind and for anyone who would prefer that such a spell exist, that's what the mod sub-forum is for. It never occurred to me to ever ask for or attempt to make such a mod because with the way I approach the game I've never had a need for it.

There is an easy in game way to convert your Almsivi Intervention spell to an Ancestral Intervention one. Just use the spellmaker to create a spell named Ancestral Intervention and give it the Almsivi Intervention effect.

Dagoth Intervention would transport the player to caves, etc., that are House Dagoth 'dungeons' in the vanilla Morrowind.
Stand in Gnaar Mok, cast Dagoth Intervention, be at Illunibi, for example.

The one exception is the occasional breaking of the fourth wall where a character makes a comment in a thread in character, as Gilvoth and Neloth occasionally do.

Wow, nine months later, and while the reply to my using Creeper because I lazily didn't log Creeper out, then back in on this acct., was really fast, no reply to the content of the message.
I guess you guys just plain aren't interested?
That's okay. I'm glad I found this thread, because I'd forgotten - and now I can try to make this "Dagoth Intervention" spell a Thing for OpenMW!
